The heaviest rain landed around Bach Ma in Hue, which recorded 1,321 mm (52 inches) — among the highest totals on record for the area — with nearby stations logging 700-900 mm. Vietnam’s National Center for Hydro-Meteorological Forecasting raised the flood risk to Level 2-3 (moderate to high) on September 16 at 3:30pm, as the Boi, Hoang Long, Buoi, Am, and Chu rivers all exceeded Alert Level 3.

• Homes: 1,550+ flooded across Ninh Binh, Thanh Hoa, and Nghe An, plus 940 in Quang Tri and smaller numbers in Lao Cai.
• Tourist sites: Ninh Binh’s boat tour operations (Trang An, Tam Coc) suspended.
• Transport: rail services disrupted, with passengers transferred to road transport; 11 national/provincial roads blocked, plus dozens of local road and landslide-affected locations in Thanh Hoa.
• Evacuations: 734 people relocated from at-risk households in Thanh Hoa; nearly 1,000 previously evacuated households in Quang Tri have since returned home as water recedes there.

Forecasters expect another 50-90 mm through September 17, with localized totals over 200 mm still possible in Lao Cai, Tuyen Quang, and Phu Tho.
